সহিংসতার মূল কারণগুলো খুঁজে বের করা জরুরি

জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত রাবাব ফাতিমা বলেছেন, সন্ত্রাসবাদকে কোনো ধর্ম, জাতি, বিশ্বাস, সংস্কৃতি, নৃগোষ্ঠী বা সমাজের সঙ্গে যুক্ত করা উচিত নয়। কোনো বিশেষ ধর্ম বা জাতীয়তার সঙ্গে সন্ত্রাসবাদকে যুক্ত করার যে কোনো প্রচেষ্টাকেই বাংলাদেশ প্রত্যাখ্যান করে ও তীব্র নিন্দা জানায়।
জাতিসংঘ সদরদপ্তরে আন্তর্জাতিক সন্ত্রাসবাদ শীর্ষক এক উচ্চ পর্যায়ের আলোচনা সভায় দেওয়া বক্তৃতায় তিনি এ কথা বলেন। ৬ অক্টোবর ২০২১ জাতিসংঘে বাংলাদেশের স্থায়ী মিশন থেকে এ তথ্য জানানো হয়।
রাষ্ট্রদূত ফাতিমা তার বক্তব্যে সন্ত্রাসবাদ ও এর যে কোনো রূপ বা ধরনের বিরুদ্ধে বাংলাদেশের জিরো টলারেন্স নীতির পুনরাবৃত্তি করেন। সন্ত্রাসবাদ, সহিংস চরমপন্থা, সন্ত্রাসবাদে অর্থায়ন ও এ সংশ্লিষ্ট যে কোনো হুমকি প্রতিরোধে প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে বর্তমান সরকার যে সব আইনি ও নীতিগত পদক্ষেপ নিয়েছে এবং বাস্তবায়ন করেছে তা তুলে ধরেন রাবাব ফাতিমা। এছাড়া বাংলাদেশ সরকার সহিংস উগ্রবাদ ও সন্ত্রাসবাদের হুমকি মোকাবিলায় দেশের সক্ষমতাকে আরও সুদৃঢ় করতে জাতিসংঘ সংস্থাসমূহ, দ্বিপক্ষীয় উন্নয়ন অংশীদার ও সিভিল সোসাইটি সংস্থার সঙ্গে নিবিড় অংশীদারত্ব বজায় রেখে কাজ করে যাচ্ছে বলে উল্লেখ করেন তিনি।
বৈশ্বিক সন্ত্রাসবাদের ওপর কোভিড-১৯ এর প্রভাবের কথা তুলে ধরে রাষ্ট্রদূত ফাতিমা বলেন, করোনা মহামারি সন্ত্রাস প্রতিরোধ এবং সন্ত্রাসবিরোধী জাতীয় ও বৈশ্বিক প্রচেষ্টাগুলোকে ব্যাহত করেছে। এ ক্ষেত্রে তিনি বৈশ্বিকভাবে অন্তর্ভুক্তিমূলক ও স্থিতিশীল পুনরুদ্ধার প্রচেষ্টার পাশাপাশি সক্ষমতা বিনির্মাণ, গোয়েন্দা তথ্য বিনিময়, নারী ও যুবদের ক্ষমতায়ন, অনলাইন প্ল্যাটফর্মে সৃষ্ট ঘৃণ্য বক্তব্য, জাতিগত বিদ্বেষ ও উদ্দেশ্যমূলক তথ্য-বিভ্রান্তির বিরুদ্ধে সচেতনতা সৃষ্টির লক্ষ্যে পদক্ষেপ নেওয়ার আহ্বান জানান। সন্ত্রাসবাদ মোকাবিলার ক্ষেত্রে শিক্ষা ও সমাজে ‘শান্তির সংস্কৃতি’ বিনির্মাণ তাৎপর্যপূর্ণ ভূমিকা রাখবে বলে উল্লেখ করেন বাংলাদেশের স্থায়ী প্রতিনিধি। সন্ত্রাসবাদ ও সহিংস চরমপন্থার লিঙ্গগত দিকগুলো তুলে ধরে রাষ্ট্রদূত ফাতিমা নারীদের ওপর সন্ত্রাসের অসম প্রভাবের প্রতি দৃষ্টি আকর্ষণ করেন। তিনি লিঙ্গসমতা ও নারীর ক্ষমতায়ন এগিয়ে নেওয়ার পাশাপাশি ‘নারী, শান্তি ও নিরাপত্তা এজেন্ডা’র পূর্ণ ও কার্যকর বাস্তবায়নের আহ্বান জানান। সন্ত্রাসবাদ ও এর যে কোনো রূপ বা ধরন মোকাবিলায় গৃহীত সব ধরনের আন্তর্জাতিক প্রচেষ্টায় সুদৃঢ় ও নির্ভরযোগ্য অংশীদার হিসেবে বাংলাদেশের যে দৃঢ় অঙ্গীকার রয়েছে তা পুনরুল্লেখ করেন বাংলাদেশের স্থায়ী প্রতিনিধি।

An accession agreement will be sent for signature to organizations that submit valid applications. After signing it by the Organization and a representative of United Organizations, information about joining will be published on IHRC websites.

Originally scheduled to be held at the end of October 2019, the 2019 Ukrainian parliamentary elections were brought forward after newly inaugurated President Volodymyr Zelensky dissolved parliament early on 21 May 2019 (a day after his inauguration). The Central Election Commission (CEC) said the ruling party had secured 43.11% of the votes after more than 90% had been counted on Monday. This was followed far behind by the pro-Russian party Opposition Platform for Life, which secured 13.03%, and former Ukrainian prime minister Yulia Tymosehnko’s Fatherland party with 8.18%.
